Is there a way to customize loading screen like in WAB?

Also, is there a way to change the default blue of the app loading bars? Every single app uses these loading bars. Some apps seem to use theme appropriate colours, but most use the default blue...

In Developer Edition, you can alter the css of loading class. (I don't know the class name. The best way to find it is to make a custom widget that stays in the loading state and check with the dev tools.)

I don't think there is a way to do this without Developer Edition.

That's unfortunate that they removed another basic feature. Good idea on the constantly loading app though. I'll give that a shot at some point and hopefully be able to track down where that is hidden.

I also have this same question.

In Web AppBuilder Developer Edition, it was possible to directly replace specific .gif files associated with the initial loading screen.

What is the equivalent or recommended workflow in Experience Builder or Experience Builder Developer Edition? It seems this is far more difficult.

My research suggests ExB is designed to be more modular and is built on React. Direct modification of the core loading assets is generally not supported for standard apps, and changes are often overridden by updates or not maintained across deployments.

Short answer is: You don't, and there is no equivalent.

They removed that feature and didn't provide a reasonable alternative. While they may reintroduce this feature in the future, I wouldn't hold my breath.
