Unable to load oracle jdbc in SOE

In ArcGIS Server 10.9.1, a SOE was developed to extending a new method onto REST API. The module required to connect Oracle DB outside the Map Service's data source. When I try to configure the Maven to output the SOE with Oracle JDBC library. A ojdbc.jar file packed aside with my SOE file. End-up, the jdbc class unable to load in the SOE.
Any idea? Thanks.
