Unable to query older versions of WMS services

Querying WMS layers sometimes works, and sometimes it doesn't. I think it's because ArcGIS Earth always try to get the GetFeatureInfo response with the 1.3.0 version of the WMS, rather than looking for the actual version available.

Here is a WMS service that only works with version 1.1.1 :

• URL : https://servicesvectoriels.atlas.gouv.qc.ca/IDS_SGM_WMS/service.svc/get? 
• GetCapabilities : https://servicesvectoriels.atlas.gouv.qc.ca/IDS_SGM_WMS/service.svc/get?request=getcapabilities&serv...

In ArcGIS Pro, a query will work because the GetFeatureInfo will use version 1.1.1. In ArcGIS Earth, the same query will try to use version 1.3.0 and will not work. I found this with Fiddler.
