Legend reloads at every pan/zoom

We use a configuration file that is quite large. It currently has 938 layers (MapService, ImageService, KMZ, WMS, WebMap) that are grouped in 220 nested groups. Because of that, the Legend tab in the TOC has always been a bit slow to open. Even if no layer is checked in the TOC, at the first click on Legend :

  1. Nothing happens for a few seconds
  2. Then the cursor changes to wait/busy
  3. Then the Legend finally shows

But in version 2.3, things got worse. Because Legend reloads at every pan/zoom, a user simply cannot navigate the globe with the Legend tab opened. The Legend tab freezes and reloads at every pan or zoom – and the scene freezes as well.

Even with a configuration file that has no startupLayers, the constant reloading of the Legend is annoying.

Our development team is actively working on optimizing the Legend tab's performance. We will address both the initial loading time and the continuous reloading issues in our next release to provide a smoother navigation experience.
