A suggestion would be using a query widget and set up a query with 2 criteria, e.g. speed Equal 0 AND time_field Is within the last 10 minutes, or speed Equal 0 AND time_field Is after 3/20/2014. (please see the screenshot below for an example).
You can also set up the above query in the layer filter map tool if you just want to turn some features on/off. In addition, you can define an additional data source based on that query by setting up a filter in the configure map window (as shown in the second screenshot below). That way, all widgets will be able to consume that data source.
