Ideas for working with date ranges in Dashboards?

Hello! I'm looking to mine the GIS community a bit for a dashboard idea.
I'm working with a related table that has date ranges - basically it lists actions that will be taken over a set period of time in any given year such as October through December, or January through April, etc. My idea is to have a selector that lists the months, and users could select a month and filter what actions are taking place during that time. I'm struggling to figure out how to set this up, or if it's even feasible. Thanks for any and all ideas! Side note, I'm using Enterprise 10.8 at the moment, so I don't have access to Arcade functions in Dashboards.
