I have a web map added to a dashboard, but the selection does not work as expected. Why might this be happening?

When users click this button, it turns blue as expected. However, clicking on a polygon while the button is blue does nothing. Another web map on the same dashboard works just fine. I have configured actions for both maps and they're set up the same. Why are features unable to be selected on one map?
