Display the correct value when no list item activated

We have a dashboard in which we (among other things) display population density accross our city.

We have a list item that enables the user to filter for their neighbordhoods. When a filter is activated (let's say District A), the population density (a scale item) is displayed correctly, however the value is incorrect for the entire city, since "average" won't take the spatial differences of the neighborhoods into account. The input data is a table that has a column for each district and one for the population density. We do not see any logic how we could overcome this issue.

It is not possible to set a standard value, it is not possible to set an expression. So when no fitler is set through the district list, I do not see a way how to calculate the correct value for the whole city. This must be a known issue or am I overseeing something?

I hope it is clear what I mean.
