Detail item not appearing as target for list action.

I have a detail pane in a dashboard that I would like to be filtered when  a user selects an item in a list pane. I have done this several times, but my current dashboard does not display "Details(1)" as an option when I select "Filter" as an action in the List pane.

I have a few category selectors and a date selector that filter this item, but the list item does not "see" it.

Is there something really obvious that I am doing wrong here or overlooking?
