I created this dashboard, and shared it with our public works group:
When my coworker who is in the public works group opens it he gets this data source error:
I confirmed that all of the layers and dashboard are shared with the public works group.
I just created the dashboard today and everything loads perfectly for me so it is difficult to troubleshoot the cause of the issues.

My coworker said he checked an hour later and was able to see the dashboard without an errors. I wonder if this was cause by a lagtime issue?
Is your coworker able to directly access the underlying feature service that you are using in your dashboard (like opening it in a map)? Just to definitively rule out a permission issue.
I'd open up developer tools in the browser and check the nework traffic for any errors, 404/401 etc.
I would ask the colleague to open up the data view of one of the hosted feature layers and see what might be occurring.
It's possible that you may have something such as 'editors can only see their own features' applied in the feature layer settings, or from Survey123 if it's survey submitted data. Also you could be using the parent layer farther than _form or _results etc. and it's showing the data for you, but not others.

Sometimes settings in the Feature layer can cause that behavior.
It could have been also cached or network issues if you did not make any change during the "Lag time"
