Add an option to all widgets to filter clause value lists based on previous clause

I would like to have the option to enable a setting to have clauses filter their value lists based on the previously defined clauses. For example, if I create a clause like Department = Parks then the next clause Metric = <Some Metric> automatically filters the metrics down to only the ones associated with Parks.
