Can Collector be used in Read-Only mode in a disconnected state?

Want to enable sync and query on an ArcGIS Server 10.2.2 service and allow users to download the map to collector for off-line viewing. I see that read-only access is possible in ArcGIS Server help, but the ArcGIS Collector will not allow me to download the map for off-line viewing.

You need to have all layers with full editing enabled to be able to download them with the exception for version data will be read-only always in this current release. If you want your editable data to be read-only in the web map you can disable editing. When you do this the layer will not be editable when the data is downloaded.

When I disable editing on all layers in the webmap the map disappears from the list of available maps inside the ArcGIS Collector.

You will need at least one editable layer in the map to have it appear in the collector. You can turn that layer off on the content control and it will not show up in the map until enabled under the content control in the app.
