how can i use rpk in city engine because CE project dosn't open rpk file

A 'rule package' is a compressed package, containing compiled (binary) CGA rule files, plus all needed referenced assets and data. 

it´s possible to extract rpk files like a .zip or .rar.

You can directly assign a RPK to a shape instead of a CGA file.
