Do users need AGOL or Portal for ArcGIS to use the app created and deployed for public from Appstudio?

The app will not consume any ArcGIS online resource, it will use secured a ArcGIS server featurelayer and will be licensed at standard/advanced level

Since app won't be using any ArcGIS onlne or portal service. The end users don't need to have any subscription for online or portal.
