"ArcGis for siverlight" can make such maps?

Such maps use "ArcGis for Silverlight API" how should do , with free services ?

Talk about ideas   about  the  three  maps?   How to  create  the  each  one???    Have instances can reference is better.

There are some services on sample server (used in the SDK samples) that you can use for free. The first two samples use some call out window, which in our API is an InfoWindow http://help.arcgis.com/en/webapi/silverlight/samples/start.htm#InfoWindowSimple or MapTip http://help.arcgis.com/en/webapi/silverlight/samples/start.htm#GraphicsMapTip. There are also available templates here: http://help.arcgis.com/en/webapi/silverlight/samples/TemplateGalleryWeb/start.htm that use Navigation control, etc.
