"Failed to get the legend info of layer..."

Hello all,

I'm a novice web application developer, and I have been playing around with the configurable template provided in one of ESRI's code samples:

I've had my fair share of hiccups while playing around with this template, but I've had one I cant seem to solve.  I am attempting to add a layer (map service) from my server which I run on my personal machine onto the application.  This is the syntax I am using

<Layer title="Nuclear Power Plants" serviceType="Dynamic" opacityBar="false" opacity="1.0" visibleInitial="true" toggleLayer="false" visibleLayers="*" refreshRate="0" restURL="http://brian-thinkpad/MoranGISServer/services/power_plants/MapServer" proxyURL="" token=""></Layer>

I feel like it should be working, however when I deploy the application, I get this error message:

[ATTACH=CONFIG]12299[/ATTACH]

followed by another message that the layer has failed to initialize.

Can anyone help me get to the root of this issue?
