I have issue when using arcgis.learn.detect_objects() function,

updateParameters Syntax Error: Traceback (most recent call last): File "C:\Program Files\ArcGIS\Server\framework\runtime\ArcGIS\Resources\ArcToolBox\Services\RasterAnalysisTools.tbx#DetectObjectsUsingDeepLearning.UpdateParameters.py", line 1, in <module> File "c:\program files\arcgis\server\framework\runtime\arcgis\Resources\arcpy\arcpy\__init__.py", line 21, in <module> import numpy File "C:\Program Files\ArcGIS\Server\framework\runtime\ArcGIS\bin\Python\envs\arcgispro-py3\Lib\site-packages\numpy\__init__.py", line 148, in <module> from . import fft File "C:\Program Files\ArcGIS\Server\framework\runtime\ArcGIS\bin\Python\envs\arcgispro-py3\Lib\site-packages\numpy\fft\__init__.py", line 21, in <module> import mkl_fft._numpy_fft as _nfft File "<frozen importlib._bootstrap>", line 971, in _find_and_load File "<frozen importlib._bootstrap>", line 955, in _find_and_load_unlocked File "<frozen importlib._bootstrap>", line 665, in _load_unlocked File "<frozen importlib._bootstrap_external>", line 674, in exec_module File "<frozen importlib._bootstrap_external>", line 780, in get_code File "<frozen importlib._bootstrap_external>", line 832, in get_data PermissionError: [Errno 13] Permission denied: 'C:\\Program Files\\ArcGIS\\Server\\framework\\runtime\\ArcGIS\\bin\\Python\\envs\\arcgispro-py3\\Lib\\site-packages\\mkl_fft\\__init__.py' Failed.

But why does this error occur and how to solve it
