Visibility analysis (determining visibility of towers)

I have point data for 3 wind towers which are supposed to be 400 feet (122 m) in height.  My task is to show my colleagues how far away these towers will be visible.  I orginially did the analysis with OFFSETA as the height of the towers.   However, I have since read that OFFSET B should be height of the tower.  When I reversed the attributes (in my wind tower point table) so that OFFSETA is 1.5m (height of human observer) and OFFSETB is the height of wind towers, this produced an error and the Viewshed tool did not produce a result.  So now I'm confused because the Viewshed tool seems to prefer OFFSETA at 122 m, and OFFSETB at 1.5 m.

It seems as though Offset1 is suppose to be the source, in your case, the wind tower.
