ArcGIS Desktop diagnostic monitoring tools

Question

We've a group of ArcGIS Desktop advanced users (10.4.1) in our enterprise that have been experiencing unexpected, inconsistent application experiences for a number of months.  At the 2017 UC I recall a workshop introducing some diagnostic and desktop application monitoring tools.  Now I can't find the download site for these tools.  Ideas?

Thank you but no.  The tools I'm refering to are added to ArcGIS Desktop and monitor/record user interaction and data connectivity transactions.
