More control to layouts

It would be great to have more control to layout design as one can find in programs like Adobe Illustrator.

That means introducing layers and layer control for any feature/graphic in the layout, lock and unlock elements to avoid unwanted displacements, etc.

Locking and unlocking elements, as well as visibility control and options for each layout element are available in ArcGIS Pro.
