AGO - make images uploaded for use as group/map thumbnail resuable/shareable

When I upload an icon for use as a group icon or a map thumnail make it so I can re0use it without needing to upload it again. So when I click to change thimbnail I have the option of uploading an image or re0using one already uploaded. The uploaded thumbnails could be shareble to using the model already inplace. When I upload a thumbnail it could be for my use only, shared with group(s) or my organization. This way people in my organization can use the same logos without having to know where they are located on my network.
