Scale bars for Data view, similar to rulers in Layout view

Add a scale bar to the sides of the ArcMap "data" view. Similar to the rulers on the side of the "layout/map" view.

In a high volume production environment when we are always changing scale it would be very helpful to have the option to enable a scale bar in the data view for better approximations.

Seems crazy that I have to use the distance tool when a simple scale would suffice.
