Labels offset with leader for non-fitting labels

Maplex should include an option which allows labels in densly labeled areas, ones normally removed, to be placed at an offset with a leader line. This is possible with annotations but is impractical for large data sets such as road networks.

It's possible to offset labels from features using a leader line in both ArcMap and ArcGIS Pro. The documentation referenced below is for ArcGIS Pro.
