Collector : Load feature class layers for offline use

If you want to use Collector in Offline mode, all the feature layers have to be sync enabled. This may require the layer to be archive enabled, and have Global IDs. If the layer is read only, it would be good to simply load the layer onto the device and add to collector map.

We have a large parcel layer we want to use as a layer for read only. Just want to turn it on and off and identify on it. In the online environment - it just does not perform. Having to archive the layer or version it and then sync is just an overkill, far too complex, and far too time intensive. Also due to our workflow the data is a copy outside our fire wall - syn enabled would cause us grief.
Not a big ask really - just have the ability to add a shapefile to collector.
Many mobile apps, say Avenza use Dropbox to upload data to the app. That would be the way to go.

This is currently possible, although it does require archiving or versioning and GlobalIDs. This

When promoting this idea, could you please provide a use case or explanation of a scenario where GlobalIDs and archiving/versioning is not feasible, but you still require offline use of read-only data? This can help bolster this idea and provide additional clarification.
