Edited geo-referenced images losing scale

Map image was georeferenced in Desktop 10.5. I edited the tiff file and it views fine in Win 7 with an earlier version of Desktop but will not scale properly in Win 10 Desktop 10.6 or Pro 2.2. Thoughts
