The Information Look-up configurable App link on pop up box?

In The Information Look-up configurable App there are 2 symbols at the bottom of the side Pop up box: One for an e-mail and the other is the symbol for a "Link", my question is what is the purpose of the Link symbol? Also, can one use this Link symbol to have a link another web page to the pop up record? It did not seem clear that this can be done?
