'file not found' error in AGO

I am a newbie trying a sample to publish a csv file to ArcGIS Online using the API for Python. Uploaded a csv file as an item in AGO in a folder named 'data'. I get the 'file not found' error.

Does ArcGIS API for Python work only in Portal environment as the documents suggest? or will it work on ArcGIS Online too. If so, where should I save the csv file in order to publish it using the API for Python?
