Error 7581 when deauthorizing a single use license for ArcGIS 10.4

When trying to deauthorizing a single use license from a machine using the software Authorization Wizard. Following error showed up:

7581: Online return/repair request for the activition ID ESUxxxxxxxxxxxxxx is not originated from the original client machine. [Incident#xyz]

Any one has any idea?
