Draw perpendicular cross-section over polyline

Question

I have a polyline feature class and point feature class. these 2 feature classes have intersected points. I want to draw perpendicular lines at each point feature of the polyline feature class. How it Can be possible ?? Please help me. I have attached image to clear my specification. Thanks.

Say , my perpendicular lines have length of 100 metres.

I know that ArcHydro is able to give you cross-sections as well.

There are others on this site with a keyword search of "perpendicular lines" but it isn't clear what the development environment is.
