Cannot zoom in/out when using Default Basemap

Phone: Samsung Galaxy S8 Model# SM-695OU vREV1.0

Multiple users reporting issues when opening Collector using Default Basemap on same phone model. If users change Basemap, functionality works.

* Are you web maps hosted in ArcGIS Online or Portal?
* Are you taking the web maps offline or using them online?
* Do you see this issue with all of your organization's web maps?
