Show Map Like an image

I want to show my map on some of my web app pages like an image, that it should be fixed, no zoom in or out, and that image should also show my graphics from different graphics layer

You can use the Export Map Service to get a static image of your map

Similar to your other question, https://community.esri.com/thread/251863-download-shown-map-as-pdf , you can also use the Print widget and select an image file type in the File format dropdown.
