GML Support

I'm looking to write some points/polygons out to a file using the GML specification and read them into an ArcGIS Runtime application. Is there anything native to support reading/writing GML?

There is no out-of-the-box GML support in the runtime. You would need to use/build a 3rd party GML reader for loading in the data.
