hi can you tell me anyone if it is possible to  use cogo on arcgis 10.3 for insert point with cordinate ddmmss with direction but  with one change  the distance i have on valuble NM [nautic mile}

I think you need to use Construct 2 points line tool in COGO Toolbar as picture below:

just create polyline feature class or polyline shape file. and start edit session.

Or

You can use "Bearing Distance To Line" tool in toolbox (Data Management Tools>Features)
