PDF Survey (Site Plan)... How can I add this to ArcGIS Online

I have a PDF (can make a JPG of it too)... that I'd like to import into an ArcGIS project. I don't have access to ArcGIS Pro. Is there an easy way to insert the file and then scale it to fit into the map I'm creating?
