How can I dissolve attributes(like by polygons) in a raster shape?

Hello,

how you can see in my question, I want to dissolve attributes(landcovers) in one raster shape.

I had for example north town and south town rasters. Now I want to put north- and south town together to the attribute called town (which still exist). How can I do it ? 
I have Arcgis Pro

If I'm following you correctly, you might be looking to do a reclassify? Or perhaps you're wanting to perform Zonal Statistics—Help | ArcGIS Desktop ?
