Can I use ArcGIS GeoEvent Server with ArcGis Online account (Creator level) without Enterprise account?

Hi INZA GROUP‌,

You would need Enterprise to use GeoEvent Server (reference)

However you may be interested in ArcGIS Analytics for IoT | Map Internet of Things Data.
