How to create Data Link in Tracking Server from ArcMap

I want to create a Vehicle Tracking System where data for each vehicle is coming from external web service as JSON format. Now how to create a data link in tracking server on ArcMap and also configure the Data Manager to get the tracking layer.

Any idea ??
