Is it possible to speed up the drawing of a vector map with an integrated video card.

There are some guidelines in the performance Guide topic that cover the performance characteristics of maps, layers, graphics, etc: Performance considerations—ArcGIS Runtime SDK for .NET (WPF) | ArcGIS for Developers. Specifically for Graphics, these guidelines cover the CPU/GPU load of the different rendering modes. But note that the rendering modes also have visual differences.
