Can you view individual pages?  For example: http://help.arcgis.com/en/webapi/silverlight/apiref/topic1.html

Does Fiddler give any indication what is happening (is there a request, errors, etc.)?

I'm unable to reproduce this problem.  What browser and version are you using?   Can you view successfully in IE7 or IE8 (if available)?

Attaching sample file with empty page.

My suspicion is that the firewall in our organization is blocking these pages.
