ArcMap templates missing

In some installations of ArcMap 10.7.1 when one selects Change Layout in Layout View the ESRI templates are not displayed even though they are present in the correct location at C:\Program Files (x86)\ArcGIS\Desktop10.7\MapTemplates.

Any ideas on what is causing this?

After talking with ESRI support they had be C:\Program Files (x86)\ArcGIS\Desktop10.7\Utilities and run the AdvancedArcMapSettings.exe as administrator. When this opened the Systems Paths were set to '1'. We reset the Styles, Templates, and Locators Paths to the correct value and all is now well.

How they got to have a value of '1' is a mystery.
