Change default mouse cursor in ArcMap

When ArcMap starts (using 10.6.1) the default mouse cursor is set to pan tool. Is there a way to change this behavior and change it to select tool?

Did you ever find a way to do this? I would like to do this too... it's maddening having the map move around unintentionally all the time!
