I keep getting this error message when trying to load something from the living atlas to my project. See screenshot. Further more, it seems like I am unable to add any data from the Living Atlas that is categorized as an "image layer". I have no issues loading web maps from the atlas. Could there be a setting I don't have configured to view these types of layers.
try the same link 3 down from the one you selected... the one you have selected looks like a table and not something mappable
Works for me. Just did a test with ArcGIS Pro 2.2.3:
