When I right click my project there isn't a "Add ArcGIS Runtime Deployment Manifest" option.
I'm using VS express 2013 beta 3 for windows and VS community and it doesn't show up in either..
I installed VS Community Update 4 after ArcGIS Runtime for .Net was already installed. I'll uninstall then reinstall..

Custom extensions aren't supported in the VS Express editions so ArcGIS Runtime Deployment tool is not available on that version.
What version of Visual Studio Community Edition you are using? You have followed these steps to install the SDK : Install the SDK—ArcGIS Runtime SDK for .NET | ArcGIS for Developers ?
