Can I change the labels language of the basemap using the ArcGIS Vector Tile Style Editor?
If yes, how can I perform that.

During the current beta release we do not have plans to provide functionality to allow users change languages. However if there is a lot of interest in editing language we will likely consider it for a future release of the editor.

If you haven't seen the Vector Tile Style Editor lately, check it out -- this language picker is a feature for Esri Vector Basemaps. 40 languages are supported.
