I am using the Cascade variant StoryMap. I'd like to include an old Sanborn map from 1914 allowing people to zoom in and out. Is this possible?

If you have access to ArcGIS Desktop (or have a colleague that does) you can bring your historical map image into ArcMap, georeference it, publish it as a tiled service to ArcGIS Online, add the service to a web map, and use that web map in your Cascade story. Here are some examples of interactive historical maps used in story maps:

Otherwise you could use an image zoom library (like this one, but there are lots out there you could evaluate) to host a simple web page that lets your audience zoom in and out on the image and add web page to your story. You'd need to be somewhat comfortable working with JavaScript and HTML to do this.
