Cannot create Web AppBuilder in Portal 10.4.1 that connect via internet with ssl offload hardware.

I can create Web AppBuilder when connected in the same network with Portal Server. But when we try to use ssl offload that name "Citrix Netscaler" for manage ssl, i can't use Web AppBuilder Function.
