Where can I get network dataset?

Hi, guys.
I'm asking you a question because I need your help.

I'm trying to design a route from a few points in the Shanghai area of China, using the Network Analysis feature of the ArcGIS Desktop version.
As you know, you basically need a network dataset to use the Network Analysis feature.
However, I searched for data for several days, but I couldn't find a shape file that contained distance and speed information for each section.
Therefore, if there is a network dataset with streets and speeds in the Shanghai area, please share them.
Or, I'd appreciate it if you gave me a site or information where I could get the data.

These 2 sites might have the street data you're looking for:

• Format: Shapefile / Place: Shanghai (China) - EarthWorks Search Results 
• https://openmaptiles.com/downloads/asia/china/shanghai/ 

Once you get the street data, you'll have to use the Network Analyst extension to "compile" the data into a network dataset.
