Table of Contents error - TOC Grayed out - must delete normal.mxt every time

The first time a user opens up their job - the table of contents is normal. The second time the user opens up their job - the table of contents does not show up, no tabs appear. Closing the TOC and reopening the TOC does nothing.

The only solution is to delete the normal.mxt or delete both the C:\Documents and Settings\user\Application Data\ESRI folder and the C:\Documents and Settings\user\Local Settings\Application Data\ESRI folder.

Unfortunately the users aren't so thrilled about resetting their toolbars. And they certainly aren???t thrilled with having to delete the normal.mxt.

The TOC problem does not happen every time with every user and I cannot pinpoint any specific regularities.

A complete reinstall does not correct the error.

According to ESRI... It is not possible to have ArcMap look for the normal.mxt in a different location.

It appears that there is a conflict with PLTS and core or JTX.  The current work around is to turning off the PLTS extensions before saving the job.

Another options is select the template file from the logined user.
