Color scheme /color ramp options drop-down boxes not available.

I am using ArcMap 10.4 Desktop (not Pro) and the color scheme/color ramp drop down is not available when I open some maps.I am trying to create a symbol that is a range of colors depending on the value but cannot select a color so the symbol all appear as the same color. I can close the map where this is a problem and open a different map and the color ramp is available. Does anyone know a solution?

well, you will only have a color ramp if the data can be classified and is not an image... ie have you checked the data type and source... sounds like you are trying to symbolize a 'picture' and not something which can be classed
