@Esriguy Great question! The simplest way to think about this:

Use Utility Network Package Tools during the develop and build out process.
Use Utility Network Tools to administer the deployed system.

The UN Toolbox contains the tools included as part of ArcGIS Pro that are used for interacting with and administering utility network datasets.

The UN Package toolbox is used to deploy utility network foundations that are developed by the ArcGIS Solutions team. You can also use them to create and configure your own asset packages. They must be downloaded and installed separately from Pro.
